Are Strikes Higher in Privet Sector or Government Sector?
when someone asks the above
question, the obvious answer is “Government Sector “,There are few ways of
strikes that can be done that means strikes have more faces, strikes can be
done any of following ways as example “working to rule”, “Go slow” , “Overtime ban” , "strike(withdrawal of labor)", “Sit-in (occupation of workplace)”,”Work-in (occupation of workplace and attempt to keep it operating
without management)”. As well as there are possible and common reasons which
affects to strikes to propped up those are,

Trade unions.
·
Leadership of trade unions.
·
Motivational status.
·
Culture.
·
Job security.
The above factors are the main
reasons that affects to strikes to be caused.
Trade Unions
As far as the trade unions are
concerned, numbers of trade unions are higher in the government sector as well
as the nature of trade unions in government sector are very political. Most of
the times those trade unions represent some of theories of political parties so
there for those trade unions are driven under some of political themes so
according to those political needs, times to times strikes are caused. So that implies
to increase the striking in government sector.
Leadership of Trade Unions
As far as the leadership of trade
unions are concerned most of the times leadership of trade unions in government
sector represents a political party or any other third party. That means
presidents of more trade unions in government sector are out siders of the
particular organization and they have political purposes to achieve. So, they
use the power of people in trade unions to achieve those political purposes.
And they have no idea about the organization but the leadership of the trade
unions in privet sector is a person who works in the organization and has a
more connectivity with the management in the organization and they have the
understanding on the organizational situation. So that reduces the occasions to
strikes to be propped up.
Motivational Status.
as far as the motivational status
is compared in government sector with the privet sector, employees are really
motivated towards their performance because performance brings the benefit to
them in private sector but in the government sector that doesn’t happen. And
also, career path in privet sector is clearly defined. As well as employees are
systematically provided the bones and increments so the motivational factor is
high in the privet sector than the government sector so that decrease the occasions
to strikes to be caused.
Culture.
The working culture in government
sector is clearly different than the privet sector. One of the reasons for that
is above factor. And also, employees in government sector is working slowly and
they don’t need to achieve KPIs and most of the times they are not defined the
KPIs even so, related to that they are not defined a systematic way to get
their increments and other benefits, so then they obviously go to Strikes to
get their Rights. So as a conclusion the system in government sector itself
tolerates the strikes.
Job security.
As far as the job security in
both sectors is concerned, it is high in the government sector than the privet
sector. So, employees in government sector don’t fear to join the strikes as
well as to hold the strikes, but this situation is really different in privet
sector, because the job security in privet sector is lesser than the government
sector. So that fear reduces the occasions which tolerate the strikes.
So now it is really clear that why the strikes higher in the
government sector than the privet sector are.

Along with the emergence of globalization and the relocation of manufacturing jobs to China and other countries, union membership has declined as unions in the United States have barely or no bargaining power in the United States. Favor of the workers. By automating some of the jobs that have been preserved in the United States, workers now have little leverage over collective bargaining and the struggle for their rights.
Strike is a one of trade union action of collective bargaining process. As you mentioned here, strikes are higher in government sector than in private sector. In Sri Lanka, 54.5% of the unions are in the public sector, 27.5% in the public corporations and 18% in the private sector. It's only 9.5 % of the labour force are in a trade union. Therefore it is obvious to see strikes higher in public sector. I agree to most of your ideas regrading the reasons for strikes. But Sri Lanka's most powerful trade unions are not represent political parties. As an example Government Medical Officers Association has more bargaining power in SL. Therefore I suggest that nature of the service, it's essentiality and size of the membership also affect for strikes.
